Support H.R.1976 - Medicare for All Act of 2021
Dear Chair Jayapal and Members of the Committee,
Thank you for giving me an opportunity to give this testimony on the passage of Bill H.R. 1976 in this critically important session. My name is Lisa Vasquez and I am a Doctor of Nursing practice student. Being a Registered nurse with ….. years of experience in the area of ………and a responsible US citizen, I represent the population who will be impacted by this legislation. I respectfully represent this testimony towards persuasion for the passage of the Bill H.R. 1976 - Medicare for All Act of 2021 to become a Federal law in the United States.
Introduced on the 17th March, 2021, the bill proposes the passage of H.R. 1976, which proposes that a single-payer, national health insurance system should provide comprehensive protection against the costs incurred for the healthcare and all the healthcare related services to all the Americans (Congress.gov, 2021). It also ensures that every citizen of America, be of any age, race, color, disability, marital status, national origin, to name a few should be provided with comprehensive healthcare services for diagnosis, treatment and rehabilitation services including hospital inpatient and outpatient services, ambulatory services, primary and preventive, dental, visual, hearing, mental health and substance abuse services (Congress.gov, 2021). If passed, the bill would provide various benefits to all the people of United States such as the patients would be able to procure healthcare services based on their choice of physicians, hospitals, and clinics. It would also cover patients’ pre-existing conditions and that the patients would be able to avail healthcare services regardless of making changes in their jobs or moving from one state to another (Jan and Philips, 2021).
In addition to the above benefits, the providers will have to adhere to the best practices and the national health systems would provide reimbursements for all the services being provided by the healthcare providers. The Institutions including nursing homes, and hospitals would be quarterly funded by the government in advance to make sure all the services are covered (Jan and Philips, 2021). It means all the processes will be streamlined as the bill would ensure freedom of choice, non-discrimination, fair practice and universal coverage (Congress.gov, 2021).
I bring to your notice one instance when a distant relative of ours could not avail healthcare benefits as they are from Indian origin. They had to get their knee replacement done for which they had to wait for longer period than usual and did not get the insurance coverage also. It brought so much dissatisfaction and mistrust in the system that it led to rage in the Indian community. Therefore, the passage of this bill is of utmost importance as enabling medical coverage for all ailments through a single-payer will ensure healthcare benefits and equity among all the people of the United States. Not only would it decrease the burden of the diseases but would act as an unbiased act for the betterment of the health of all the patients (Congress.gov, 2021).
I also understand that there might arise opposition for the passage of this bill by the Insurance companies, other stakeholders and the physicians’ group that may lead to barriers to access the proper healthcare access such as lack of professional staffing, recruitments and trainings to the staff for catering to the Indian population (Congress.gov, 2021). However, looking at the current scenario when the majority of the population of the United States will be benefitted, going ahead with the passage of the bill should be encouraged. Passage of the bill would also ensure that the healthcare system becomes need-based rather than rather than being payers’-ability based (Jan and Philips, 2021). In such a system, the government would pay for the healthcare rather than delivering the healthcare. So, the system would be more streamlined and it would become a seamless step to providing healthcare equity and justice to people in the United States.
Since the Act would help to cover all the diseases including the preexisting conditions, it would benefit people at large in the United States. It means almost all the conditions, including those excluded by the Insurance companies for coverage will also be included in this system. It would also ensure that people who cannot afford treatment for certain conditions will also be provided with Insurance coverage. With so many benefits for all the stakeholders, I strongly urge the bill H.R. 1976 be passed at the earliest possible for the betterment of our people and our country.

- You need to put up front what you are asking.
- You need to include your personal knowledge of how this impacts care of patients. What do you see in practice or have experienced with family/friends dealing with non-covered medical conditions?
- This is expensive. Be prepared to answer how it would be paid for and why the cost is justified.
Your description needs to be condensed with factual pieces of the proposed bill. On the government website there is a condensed explanation of the contents. You are trying to cover it all, but it wanders and takes too long.
